Disable wireit cache in CI #1549

What are you changing?

(temporarily) disables wireit cache between CI runs. Wireit will still use a local cache, so so individual tasks will need to run more than once per step, but nothing will cached between steps

Why?

it's not clear if the cache is being a bit flakey or not
