Front backfill #153

Add a new front backfill resolver

It backfills with the first collection in the front that has a tag passed to the resolver.

this is really old (and has conflicts!) is it still relevant?

it's as relevant as the daily email @crifmulholland was working on some time ago. I'm gonna close this as it won't be updated in the near future.
