What does this change?

Following on from https://github.com/guardian/flexible-octopus-converter/pull/8

Before this change, we were filtering on validatePublicationDestinations after establishing there was more than one possible body text. In reality, it turns out that there are situations when we get only one possible body text and it could be marked as for_publication in 'n' or 'y'.

How can we measure success?

No more dead letters in the queue 🙏
