Remove RR messaging

Very few pages are now rendered by frontend, and we no longer server the RRCP epic or banner to frontend pages.

This PR:

• removes the RRCP header links component from frontend pages
• removes some old epic code which is unused
• removes remaining general code for RRCP messages
• removes the automat dependency, which will enable us to archive the repo
