Remove the Performance section of commercial tools in frontend admin #27517

Currently based on top of this PR: https://github.com/guardian/frontend/pull/27506 . When this is merged, this PR can be merged in afterwards.

What does this change?

Removes the Performance section of the frontend admin commercial tools. The remaining items are just links, which we've now documented in the commercial handbook
