Reinstate commercial/api/hb endpoint #27533

What does this change?

In this PR we removed the commercial/api/hb endpoint as we thought it was only used by the prebid bidder performance graph that that PR removed. We've now seen some data job failures which we believe are caused by removing this endpoint, so we're reinstating it. Bumping the commercial version brings in the updated version of prebid that's sending data over to the endpoint.
