Effectively reverts https://github.com/guardian/grid/pull/4033 now that we have equivalent mechanism in https://github.com/guardian/editorial-ftp/pull/94 given the move to queue-based ingestion (see https://github.com/guardian/grid/pull/4201 and https://github.com/guardian/editorial-tools-platform/pull/733)
