[feature] Agency picks #4246

All agencies (re)send images their editorial teams considered worthy of highlighting. These are a very valuable resource and the fact they have been chosen is an extremely strong signal to Editorial. We know from metrics, searches for them consistently feature among most popular. Editorial colleagues responded enthusiastically to the idea.

We should make them more prominent and easier to find (and discover!). We can do it in a light-touch way. Proposition:

  1. introduce a (configurable) agency-pick search, crucially supporting OR, similarly to how we’ve done Graphic Content
  2. introduce +is:agency-pick search
  3. introduce a ticker identical to [org]-owned (behind config): [no.] agency picks
  4. introduce a configurable colour for borders (and ticker), similarly to [org]-owned blue, and a config whether to border
  5. profit

As with most metadata, sadly there is no one standard way agencies mark such images (and they are resends, in worst case: with burned in “borders” making image quality worse than an original send). Obviously, a single agency has 20 ways of doing that too. But we should be able to catch most of them via some simple OR search (all case-insensitive) and we can adjust with feedback from Editorial:

The above, fully-configurable, but light-touch, if it doesn’t prove weakly-targeted searches hurt performance, should be valuable help for Editorial. We could do much more (store in metadata on arrival, allow users to pick etc), but this achieves most of the need with significantly less overhead (eg. no storage in metadata).
