Add release instructions, bump version ready for release #22

What does this change?

This change updates the release version ready to release a new version of this project, and adds the release instructions that will be followed when this branch is merged.

We have bumped to version 2.0.0 to indicate that the tags are now being released from main, rather than as a major functional change.

How to test

Read the updated release instructions, do they make sense, will they work?

How can we measure success?

A new version of this library is released and can be used in https://github.com/guardian/panda-hmac/pull/20
