AMIs are not tagged #25

Packer is configured to tag the AMIs but it doesn't appear to be working.

It turns out they are tagged, but those tags are only visible to the owner of the AMI.

I had a look through the AWS docs but couldn't find any way to work around this. If we made the AMIs public (#7), that would probably fix it.
