Log via kinesis stream & health tasks

As part of the ELK stack improvements work, this switches logging of path manager to go via the kinesis stream.

It also does a little housekeeping, notably:

• switch to YAML deployment config
• remove the no-longer used publicly exposed load balancer (security FTW)

This is running happily in CODE with the applied CFN
