Notes sometimes get created without a note id #127

This article (not the newest version) includes this:

Note that it doesn't have a data-note-id.

Also note that it has no border at the start/end of it.

The lack of an id causes issues with merging, and probably other issues.

To replicate, create a not at the start of a para

Clarification to replication steps:

  1. Create a note at the start of a paragraph.
  2. Create a note at the start of a subsequent paragraph.
