CI: working Travis configuration #35

This version of the config now runs the setup and test process correctly: however the tests are failing which is an issue that is back to you: @cutandpastey @robinedman

You can install bower locally then call install in a "postinstall" script. This means dev's only have to npm install to get going as well as keeping the CI script clean.
