Move vulnerability management docs to security-recommendations #1139

What does this change?

Moves two pages out of this repo and into security-recommendations.

What is the value of this?

Helping to consolidate our information in as few places as possible and we are deprecating Security HQ.

Will this require CloudFormation and/or updates to the AWS StackSet?

No.

Will this require changes to config?

No.
