What does this change?

This PR is to upgrade the Status App OS from Bionic to Jammy, using Ophan's latest AMI.

How to test

Deploy this via RiffRaff and confirm the change works as intended.

How can we measure success?

We move away from Ubuntu Bionic, which has reached the end of its LTS.
