Implement Project monitor #2296

What steps will reproduce the problem?
1. currently you have to run git fetch to see if there are updates in the 
repository and after this you can do a pull
2. this is not user friendly 
3. it would be nice if TGit can monitor clone repositories for changes in the 
repositories and notify the user.
