Add a "Now" button to 'Commit' - 'Set author date' side

It is mainly used to adjust the date to current time when checked the 'Amend 
Last Commit'.

If the suitable for this purpose only, the display only if checked the 'Amend 
Last Commit' is acceptable, and an active asks or optional option also can be 
considered.

What version of TortoiseGit and msysgit are you using? On
what operating system?
TortoiseGit 1.8.13.0 (C:\Program Files\TortoiseGit\bin) 
git version 1.9.5.msysgit.0 (C:\Program Files\Git\bin)
