Installation of TortoiseGit "Access is Denied" #2462

What steps will reproduce the problem?

>>>Tried to install the latest version of tortoise git.  It starts to install 
the software and then I see an "Access is denied" window pop up.  Looking at 
that installation status says that it is "Updating component registration".  
Installation fails.

What is the expected output? What do you see instead?

What version of TortoiseGit and msysgit are you using? On
what operating system?

>> OS: Windows 7 Service pack 1 64-bit
>> TortoiseGit download version is TortoiseGit-1.8.13.0-64bit

I found my problem.  It was Microsoft update KB2918614.  After uninstalling 
this security update the installer worked.
