Open web browser to view remote Git repositories #2468

As of version 1.8.11 on Windows 7 x64 there's no such context command as "Open 
in browser" that would launch browser and open project's page on a remote 
webserver such as GitLab.

Due to the fact that origin's SSH address and project's webpage URL aren't 
related, a user can be suggested to provide regular expression for converting 
one to another. More general solution is to publish APIs so that other 
developers could provide their own implementations of "Open in browser" command.

In Windows Shell context menu along with "Pull", "Merge", "Blame" and other 
commands.
