Non-correctly visualized settings dialog on modern high-DPI displays #2510

What steps will reproduce the problem?
1. Setup Windows on 250% zoom level which is looking with normal size on 4K 
display
2. Open Settings dialog and you will see what I have attached

What is the expected output? What do you see instead?
Scaling of dialog controls according to Windows display scale. Sizes should not 
be hard-coded in pixels.

What version of TortoiseGit and msysgit are you using? On
what operating system?
Windows 8.1 x64
TortoiseGIT 1.8.14.0
