My guessing:
once that software did some file operations, it is needed to be shutdown when
installing.

@YueLinHo777: Correct. TortoiseGit is a shell extension. So, if any program
dispalys an explorer like dialog (such as a file open or save dialog) a
tortoisegit.dll is loaded by the process. Therefore, many processes might
require to be restarted.
It's always an option to say: Do not close any application and replace the
active files on the next reboot.

Funny that tortoisesvn doesn't require to close the whole world then.
Restarting Explorer instances is ok, but not applications that does not touch
this?, Word?, how is Word integrated with TortoiseGit?

I did a test for TortoiseSvn, I suppose it has the same behavior, too.
My testing steps:
1. Using Google Chrome to download one file to a versioned svn folder.
2. Install TortoiseSvn 1.8.11
3. Need to shutdown Google Chrome when installing. (see attached file)
