Installation error "Key not valid for use in specified state"

What steps will reproduce the problem?
1. Prompted to upgrade to .14 version
2. Downloaded & installed
3. Last GUI of the installation wizard is named "Installer Information" and 
contains the message "Key not valid for use in specified state."

What is the expected output? What do you see instead?
I expected to be able to install tortoisegit. Instead, the installation failed. 
Subsequent attempts to download and install fail with the same message.

What version of TortoiseGit and msysgit are you using? On
what operating system?
- Tried to download/install .13 and .14 versions of tortoisegit
- msysgit = 1.9.5
- OS = Windows7 64-bit

Please provide any additional information below.

Apparently I needed to submit this issue in order to fix it.  I decided to try 
downloading/installing 'one last time' and it worked.  Issue can be closed.
