some fixes and freezing libs #5

Some changes:

  1. Freeze xgboost to 0.90
  2. repoint the RST DT model to the server location /download/amalgum/rst/
  3. Separated model downloading from dev with testing of dependencies for the dependency parser models
  4. Added a new configuration settings file in the nlp_modules
