Searching with no criteria yields many pages of blank results #23

Submitting a search without criteria, i.e. http://councilmatic.yoleg.com:8000/search/?q=

should yield either no results or a list of all legislation. Instead, it returns a set of 10+ blank pages.

Can't reproduce this bug anymore. Reopen if see it again.
