Test sur les champs décimal 10,2 #148

Les tests server et js sur les champs décimaux 10.2 ne sont pas suffisant.
Il faut ajouter une vérification sur la valeur du champ : ne doit pas être 
supérieur à 999999999,99.

Sinon cela ne sera pas correctement enregistré en BDD.
