After power off, all user settings and apps forgotten. #686

What steps will reproduce the problem?
1. Install, and boot Android x86 Asus_Laptop or EeePC image on T101MT
2. Download and install apps, add to "desktop", also change user settings
3. Reboot, and get the set-up wizard again.  Apps still downloaded, but have to 
be re-added to "desktop", have to re-enter all user info again.

What is the expected output? What do you see instead?
After shut down, I expect to see all apps/widgets on desktop where I left them. 
 What actually happens is that all apps/widgets get removed from "desktop" 
though they still show up as downloaded.

What version of the product are you using? On what operating system?
Asus_Laptop or EeePC images from 20120101 installed on Asus T101MT

Please provide any additional information below.
I also have the black browser problem, though I can work around this by 
downloading the Ninesky browser.

It seems that I also can't enable wifi after restarting.

Try to start Terminal and type
su
chmod -R 777 /data

I'm going to use android-x86-4.0-asus_laptop-20111209.iso.
