Google location service not working on eeepc with wifi only

What steps will reproduce the problem?
1. go to settings, enable google location service, disable gps (none connected 
any way) 
2. start google maps
3. jump to current location

What is the expected output? What do you see instead?
Maps should move to my current location. Instead it complains that it can't 
fetch my location

What version of the product are you using? On what operating system?
Android x86 prebuild for eeepc
Build number: eeepc-userdebug 4.0.3 IML74K eng-cwhuang-20120226-144424 test-keys

Please provide any additional information below.

Same problem here on the asus laptop 4.0 rc2 build running on an acer aspire 
one AOA150.
