Factory Data Reset doesn't work #874

What steps will reproduce the problem?

1. Settings -> Backup and Reset -> Factory Data Reset  -> Reset Tablet
2. Reboot tablet and nothing has changed

What is the expected output? What do you see instead?

I was hoping to go back to initial install conditions but it seems (when 
installed on an SD card at least) that they memory isn't cleared.

What version of the product are you using? On what operating system?

ICS 4.0 RC1 on EeePC 1000H

Please provide any additional information below.

Yep, same issue here in Virtualbox.
