perlbrew fails on Catalina #715

When I try to run perlbrew install 5.28.3, I got the following error in ~/perl5/perlbrew/build.perl-5.28.3.log. Does anybody know how to fix the problem?

I have the same issue. I haven't spent much effort trying to troubleshoot yet, when I do I will comment here, but for now find the entire log output attached.
