[FEATURE] Assign pull request to repo owner if nobody assigned it

Problem Description

When a pull request (PR) is opened without a reviewer or assignee, it risks going unnoticed, leading to delays in review and merging. This can slow down the contribution process and hinder project progress, especially in repositories with multiple active contributors.

Proposed Solution

Introduce a feature that automatically checks for the presence of a reviewer or assignee when a PR is created. If none are assigned, the system will automatically assign the PR to the repository owner or a designated fallback reviewer to ensure timely attention.
