[FEATURE] Duplicate `Issue` in another repository #441

Description

Create a workflow to duplicate the issue in another repository.

Tech notes

Check if the user has contributor access in both repositories. If so, create a new issue and copy all labels. Otherwise, you can just create the issue content/body.

Add an option to add a trackback to the original issue or to be a transparent/hidden reference.
