What steps will reproduce the problem?
1. Try to install veloeclipse in STS

What is the expected output? What do you see instead?
Exception:
Unable to read repository at 
http://veloeclipse.googlecode.com/svn/trunk/update/content.xml.
Read timed out

What version of the product are you using? On what operating system?
STS 3.1.0 Windows 7
