Unset home to FOB to garrison troops there shouldn't be a requirement to garrison troops #6

Issue: FOB claimed into "home" variable of a "player" is restricted from basing troops via "Garrison" dialog menu.

Solution: get rid of this restriction, if you live in a FOB, you should be able to build your troops.
