Please review the local file, you might have some corruption in the password.conf? I would recommend you to clean up the local directory, then after a restart re-creating the account from scratch.
One option is that you have another password.conf from another app than JIRA which is causing issues to all applications relying on the UCC framework.

As you suggested I cleaned up the local directory and then re-configured it from scratch on both the SH and HF.
But the issue is still not fixed.
Also, I didn't understand this point: One option is that you have another password.conf from another app than JIRA which is causing issues to all applications relying on the UCC framework.
How Can I recognize which is creating the issue as there are many add-ons which have passwords.conf.

As the issue was not fixed I've upgraded the add-on version to the latest version i.e., from 2.0.7 to 2.0.10
But still, the details are not reflected. And this time we have deleted the add-on cleared the configurations and then installed the latest version and configured it.
It is hampering production, I need help to resolve this.

Sorry maybe I have been confusing you earlier. (I thought the configuration page wasn't loading somehow)
When you run the following line of SPL:
| jirafill account=_all opt=1
This should be retrieving the list of projects etc - if the connectivty works for the account.
For instance, I can do:
| jirafill account="LAB" opt=1
Where LAB is the name of the account as it is configured.
If there is an issue connecting to JIRA, you would see it by inspecting the job, example:
(go in search.log)
I need to improve the response when thing go wrong and the connectivity fails I agree!
Do you have multiple accounts? If so try to target one first

The steps that I followed are:
I am unable to figure out where am I going wrong. Can you please help me with this.
NOTE: Earlier configurations were working fine.
