current package design does not allow users to construct their own GAs

I particularly don't like how the package structure lock the ideas of genetic algorithm possibilities, it would be cool if someone could define the operators as it is defined in a neural network

The package is called VRPGeneticAlgorithm because it should be specific for this kind of problem
