Can you get a logcat of the installation of the APK? This will point to where
the error is at.

I don't know how to take a logcat and there's no installation. There are other
people on the xda thread with the same issue. Maybe you can ask them for a
logcat?

It's not SecContacts problem. It's from framework-res.apk problem. I just decompile framework-res.apk then add an language then recompile framework-res.apk, push to phone and change to language that i have added then go to Contacts, it goes force close. If i change phone's language to default (not that i've add, Contacts work fine). If SecContacts disappears then you have to find ways to "Application Signature Verification", then recompile SecContact will appears again

Sorry, i was wrong about framework-res.apk. Even if you keep stock framework-res.apk and use some app to change the language like "more locale,ect...", it's still force close for SecContacts(rooted phone). May be Samsung has add somethings to prevent change of system
