Range Selection and Panning on Mac OS #241

The plot area class should include the possibility to programmatically add a 
selection rectangle. This could then be used in the graph host view to allow 
range selection on the Mac, for zooming purposes.

Panning is already supported on the Mac and iOS, but on the Mac, the cursor 
should be shown as a hand during panning.

Until this is implemented natively within Core Plot, the DropPlot example app 
shows one way to implement this feature in client code.
