Remove support for system-installed headers #4

System-installed headers included by default makes testing builds prone to being machine-dependent. "But it works on my machine!" :)

this is a good ideal but seems silly to need to include the standard c++ libraries everywhere. if i think of something better, can reopen, but this isn't a big deal. closing
