Placeholder issue for collection of requests for advanced mapping that will likely get split out as we resolve the direction we want to go in.

[ ] Add legend and date/time for layer
[ ] Add layer picker to toggle layers
[ ] Add timeline capacity for forecasts with multiple images
[ ] Update Nexrad data layer from govt. shutdown
[ ] Add additional layers from NECOFS and BIO for wave, wind, etc.

Our current source of RADAR data is from the NOAA nowCoast MapServer, which was last updated 2/12, so we might need to see what is up with them, or find another source.
