My personal goals behind this aren't just for ERDDAP datasets.xml wrangling, but I'd like to build an Xpublish plugin that can load datasets from an ERDDAP catalog, thus making it really useful to run Xpublish alongside an existing ERDDAP server.

Also to come up with a better name as dataset_catalog is overly generic, and to probably move it to a community org if it's useful.
