bookdown configurations #56

Couple important steps to configure the bookdown output to be hosted on github pages.

  1. Include a "_bookdown.yaml" file that sets output to docs folder: This is also helpful for keeping those files isolated
  2. Include a file named ".nojekyll" in the docs/ directory to tell github pages to not use jekyll to build the site
  3. Set pages root to main/ and then root directory worked for publishing.

Sorry, thought I already reviewed this one -- good to go. I'll have another PR with a branch that has Targets SDM workflow updates with everything up and "working", now just working on run timing.
