1) we need encrypted output to be different for the same input (i.e. 548,521, 852 = 0,0,0). We need to make sure no one can guess votes 2) Use nucypher to share access to private and public keys used in whatever encryption process we decide on 3) after the vote deadline ends we need someone to decrypt the data. we also need to push the private key onchain so others can decrypt the data and verify the results
