no notification with passphrase set #476

What steps will reproduce the problem?
1. Turn on encryption and enter a passphrase
2. Send test notification
3.

What is the expected output? What do you see instead?
No notification is displayed. I can see data being received on port 10600 in 
wireshark but there is no notification and nothing is entered in the windows 
log. I am using win7 with desktop 0.5.1 and app 0.2.8. Notifications work fine 
with encryption turned off.  Turning off windows firewall does not resolve the 
issue.

2.3.4 on an evo shift

It seems I am having the problem described in issue 432. When I turned off tcp 
and turned on UDP the test notifications started working.
