Workaround for Bug https://github.com/gunnarx/franca_install_automation/issues/23

Define FRANCA_BASE_URL as from commit d9e20a8bdda4b5425ac69d8264aff1dca5e28093 (this was removed by commit 0123bfc5f375d150c0b05d6f875298864365bd01)

Thanks Gianpaolo Your fix is correct - sorry for not noticing that you fixed it also in addition to reporting it - I fixed it in parallel the day after in commit 1efd4c16e. Anyway, closing issue.
