Temporary bans turn into permanent if mapchange gets executed

What steps will reproduce the problem?
1.Connect to your server running V.1.2T
2.Use ma_ban "<yourname>" "1" "You've been banned for 1 min"
3.Use changelevel or ma_map to change the map
4.Wait for the ban time to expire at a 100%
5.Reconnect to your server

What is the expected output? What do you see instead?
I should be able to play. Instead, i recive the perma ban massage "You've
been banned from this server"

What version of the product are you using? On what operating system?
1.2T Build 09.02 on Windows 7 64 bit; SRCDS
