Reserved Slots do kick people even if not needed to keep slot free

What steps will reproduce the problem?
1.Enable reserve slots
2.Fill up the server with human players
3.Try to connect various times

What is the expected output? What do you see instead?
The server only should kick persons if mandatory in order to keep one slot free 
all the time ("fill" mode) or on demand ("kick on demand" mode)

What version of the product are you using? On what operating system?
I've not tested this myself, but saw 2 posts on the forum concerning the same 
problem, so i think this is no false report. We should try it, though

Please provide any additional information below.
