Mis-Leading comment in mani_server.cfg regarding mani_admin_temp_mute_time_limit #130

What steps will reproduce the problem?
1. Download the latest mani_server.cfg
2. Scroll near the bottom of the configuration file
3. Find mani_admin_temp_mute_time_limit and it's comment line above it

What is the expected output? What do you see instead?

The comment line reads "Same as above, but for muting" which is in regard to 
non-perm ban. The comment suggests that mani_admin_temp_mute_time_limit has a 
non perm mute admin flag and also suggests it prevents admins from being able 
to perm mute, which is inaccurate. As the cvar only controls what menu entries 
in the mute player are displayed, depending on the value of the cvar. It does 
not remove the ability for an admin to perm mute, which could be misinterpreted 
as it's functionality with it's current comment line

Suggested comment line:

"This cvar defines what menu entries in the mute player list are displayed to 
admins e.g. a value of 60 will display only default entries up to 60 minutes"
