autokick_pname.txt does not work #133

What steps will reproduce the problem?
1. Add a clan tag inside autokick_pname.txt e.g. "[CLANNAME]" b 1
2. Change your steam name to include the clan tag and make sure you are not 
inside the client.txt having "a" Immunity Flag OR try without clients.txt
3. Connect to the server

What is the expected output? What do you see instead?
I should be banned for a minute with reason: bad name.
But this does not happen.

What version of the product are you using? On what operating system?

Mani Admin Plugin 2010 V1.2V VSP Orange, www.mani-admin-plugin.com
Server Tickrate 66
Windows server

Windows Server 2003

Please provide any additional information below.
"mani_admin_build_date" = "Aug 27 2010"
Using gametypes.txt dated 7th Oct

Couldn't get this to duplicate:

Dropped [KBH] Keeper from server (Bad Name)
(Client Console:  Disconnect: Bad Name.)

Seems to work fine.

Changed to invalid since it couldn't be duplicated.

Turns out it was the encoding of the autokick_pname.txt file.

Has to be UTF-8 or ANSI.
