resetrank feature for a user to reset his rank manually #148

I don't know how often this has been requested, but it was often. So if we got 
some time adding a feature to allow a single user without admin rights to reset 
his own rank should be implemented together with a CVar to allow / deny this in 
the mani_server.cfg
