Update CreateVDF.exe for CS:GO #157

Enter a description of the task along with a link to the discussion on the
forum if it exists.

There needs to be an update for the CreateVDF.exe to support creating a .vdf 
for Cs:GO.

This also affects the website based VDFCreator via PHP and the gametypes.txt 
generator

This is done and will be included with the next release.  Version is now listed 
as 2.1
